The second phase of biggest census operation of the history has kicked off on 9th February 2011. The second phase of 15th Census of world biggest democracy will carried in next 21 days. Census in India has been conducted since 1872 but this is for the first time that biometric information will also be collected.
The first phase of the operation for Housing and House listing census has already been conducted through out the country. The house listing is done because there is no complete address system in India and each and every structure is being listed so that when the enumerators go to head counting, they know exactly where to go and what to count.
This mammoth exercise which will covers all the 1.2 billions Indians is estimated to cost Rs 2,209 Cr to the nation’s treasure. To accomplish it successfully more than 25 lakh officials are especially trained.

President of India, Mrs Pratibha Singh Patil has become the first Indian to sign off a 29-point questionnaire listing income, religion, education, access to basic utilities and other topics. More than 7,000 towns and 6, 00,000 villages across the country including Jammu & Kashmir will be covered during the exercise.
The elephantine decadal exercise is undertaken to create a database on demography, economic activity, literacy and education, housing and household amenities, urbanisation, fertility and mortality, Scheduled Castes and Scheduled Tribes, language, religion and migration.
For the first time, officials are stepping beyond the demographics and economic activity and would collect details like ownership of mobile phones, computers, internet access, and availability of treated or untreated drinking water.
Also, for the first time after post independence, caste based data will also be collected. Previously caste based census was conducted in Kerala in 1968 by the Communist government.
Along with the decennial census operation, the Government is also preparing the country's first ever National Population Register (NPR), which is designed to be a comprehensive identity database of all usual residents of India.
The NPR will include details such as the name of the person, father’s name, mother’s name, spouse’s name, sex, date of birth, place of birth, current marital status, education, nationality as declared, occupation, present address of usual residence and permanent residential address.
The database will also contain photograph and ten finger biometry of persons above the age of 15 years.
Once the NPR database is finalized, the next task would be assigning every individual a Unique Identification Number (UID) by the Unique Identification Authority of India (UIDAI). The UIDAI will undertake biometrics based de-duplication and assign UID numbers to each resident. The cleaned database along with UID number will form the final NPR database.
So, let’s pledge to provide correct information to the enumerators so that proper development plans could be carried out in the country.
